Third, an Eminent Persons Group (EPG) was appointed to visit South Africa and a seven-member group of Heads of Government from Australia, Bahamas, Britain, Canada, India, Zambia and Zimbabwe, was appointed to work with the SecretaryGeneral on ‘modalities of this effort’. Fourth, a list of ‘economic measures’ was endorsed. 8 The EPG, headed by Malcolm Fraser, former Australian prime minister, and General Obasanjo, former Nigerian head of state, visited South Africa early in 1986 and found the reality of apartheid ‘awesome in its cruelty’.
On 11 November 1965 he declared independence unilaterally, in what was now dubbed ‘IDI’ – the illegal declaration of independence. The problem was primarily one for Britain as the sovereign power, but it had potential for destroying the Commonwealth. Asian and African leaders – some of them posturing at their first PMMs – wanted Britain to impose majority rule by force. Wilson argued that this was impracticable as Britain lacked the means, since there was no British official in the colony except the Governor, and he was chosen by the Rhodesians.
The details were worked out by the senior officials during Marlborough House meetings in January 1965 and in July just before the next PMM. There was a debate between a restrictionist view of the secretariat, led by Australia, and an expansionist view, adopted by the Africans supported by the Canadians. An ‘Agreed Memorandum’, published after approval had been granted by the PMM, included four sentences which managed to reconcile the rival approaches and were cherished by Garner, their chief author, as ‘splendidly antiphonal’.
